The Guyanese government has begun a significant expansion of water management and irrigation infrastructure as the country braces for one of the most severe El Niño weather events it has encountered. The measures are intended to protect the agricultural sector from prolonged dry conditions that threaten to disrupt food production and, by extension, the incomes of thousands of farming households across the country.
Agriculture Minister Zulfikar Mustapha detailed the administration's approach during a recent engagement with the Georgetown Chamber of Commerce and Industry, a setting that underscored the economic stakes attached to the response. Guyana's non-oil economy still relies heavily on agriculture for employment and export earnings, and a prolonged drought carries the risk of falling crop yields, higher input costs for irrigation, and pressure on domestic food prices. Meteorological forecasts cited during the summit put the likelihood of extended drought conditions nationwide at 97 per cent, a figure officials have treated as close to certain in their planning, given the financial cost of being caught unprepared.
The interventions underway are largely infrastructural, and represent a direct capital outlay aimed at reducing losses further down the line. National water conservancies have been managed in recent weeks to remain at or near maximum capacity, with release schedules adjusted so that reserves built up during the wet season are not drawn down before they are needed. Maintaining these reserves is, in effect, a form of insurance against a much larger economic hit should crops fail or yields drop sharply during the dry months ahead.
In hinterland and other remote farming areas, where access to conservancy water is limited by distance and terrain, the government has distributed additional water storage tanks alongside newly built reservoirs. These communities are often smallholders with little financial buffer against a bad season, and a failed harvest can mean real hardship rather than a mere dip in output. Supplying tanks and reservoirs directly to these areas is intended to limit crop losses that would otherwise translate into lost income and, potentially, higher costs for consumers if local food supply chains are disrupted.
A notable feature of the strategy is the repurposing of infrastructure originally built for the opposite problem. Drainage systems constructed to manage wet-season flooding have been adapted to move water during the dry spell, with sluices and channels now directing stored water toward farmland rather than away from it. Officials have presented this as a cost-effective response, making use of existing capital assets rather than committing to new construction, an approach that limits the additional public spending required to meet the crisis.
Mustapha framed the combined effect of these measures as an attempt to shield rural farmers, and by extension the wider economy, from the harshest consequences of the drought. Agriculture remains a significant contributor to Guyana's economic output outside the oil sector, and a sustained water shortage risks reduced yields, financial strain on smallholders, and upward pressure on food prices for consumers nationwide. By keeping conservancies full, supplying tanks to isolated communities, and converting flood infrastructure to drought use, the government is attempting to hold production and household incomes steady even as conditions worsen.
Whether these measures prove sufficient, both agriculturally and financially, will depend on how long the El Niño pattern persists. A 97 per cent probability leaves little room for a different outcome, and the coming months will show whether the infrastructure investment made now is enough to prevent a costlier reckoning for farmers and the broader economy later in the cycle.
